I find the Bread Tops shops are very cheap places for a quick lunch. Also, for some serious cooking, I often go to the market and try to get a bargain.
Hare Krishna hosts a vegetarian restaurant in the CBD called Crossways, which offers lunch: curry, rice, pappadams, lassi and dessert for only $5.50 concession and $7.50 full. It's a set menu each day, but they're all delicious and healthy.
Mekong Vietnamese on Swanston St, Melbourne CBD and Baget on Russel St, Melbourne CBD are both pretty for a cheap lunch or dinner with a hearty meal costing anywhere from $6 to $10.
