Melbourne has often ranked as top city in the world to live in.

Is it also a top-ranking city when it comes to tourists? Is the city doing a good job at promoting the city to attract tourism?

Yes I think it is a tourist-friendly city and the city is doing a great job in promoting tourism to Melbourne, as hotels are normally booked to a good amount all through the year. There are so many tourist things to see and do in the city. The city is planning ahead of time to cater fora larger population, so hurray for that. And the amount of visitors' information available is awesome. Tourist Ambassadors to a great job as well. I have heard many times from tourists that people in Melbourne are very friendly.
I think so! The free heritage trams that circle the city are very convenient, and drop you off at most of the major tourist sites. They also feature a recording, detailing the sites' specific points of interest which I think is very helpful. The visitors' centre is also very centrally located which is a big plus too.

Melbourne is also well-promoted as an art, shopping and foodies' paradise, and naturally that's very appealing to visitors too. I think the city does a great job of promoting itself.
I believe it is a tourist friendly city with most people willing to answer questions and respond to concerns presented by a tourist. Furthermore, the prevalence of ample public toilets, information centres and strategically planned city structure ensure that tourists are reasonably comfortable.
