Layering is definitely the best way to go. Also, although some people find singlets and spencers a bit old-fashioned, pure woollen ones are also very cosy when the cold weather gets too much.
Many layers, starting off with a thermal tee shirt, then a "skivvy or similar, and then perhaps a warm shirt, followed by either a thick jumper or a coat.
I always wear socks, even to bed, sometimes a scarf, and wear gloves when it is about 4 degrees in the morning while walking dogs.
I am still often cold inside, so turn on the air conditioner!
Layers is the key. Thick stockings. Even I wear socks to bed as I get cold feet.
Layering yourself is the best option during winters.
